It depends on propulsion and on your state. A paddle-only kayak or canoe is exempt in most states. Add any motor, including an electric trolling motor, and the craft generally has to be registered and display the state-issued number in 3-inch plain block characters on both sides of the forward half.

State numbering laws are written around mechanically propelled vessels. Human-powered craft normally fall outside that, while a hull with a gas or electric motor mounted falls inside it. A trolling motor counts as a motor in the states that number motorized craft.
A handful of states require registration, a title, or a paddlecraft sticker for unpowered kayaks and canoes above a certain length or when used on state-managed waters. Because that varies, check your own state's current instructions before assuming you are exempt — our per-state guides link to each agency directly.
Kayak and canoe topsides curve constantly, so pick the flattest band on the forward half of each side, above the waterline, and keep the whole set inside it. Splitting the number across the deck seam or wrapping it over the chine makes the characters unreadable from the side, which is itself a violation.
Rotomolded polyethylene hulls are often bright, textured, or mottled. Choose a color that contrasts with the panel itself. Clean the plastic thoroughly, apply above 50°F, and press hard — textured plastic needs more squeegee pressure than gelcoat.
The rule says painted or permanently attached, and cut marine vinyl satisfies it. Oracal 651 bonds well to clean polyethylene and to composite decks once any mold release is removed.
