Yes. A jet ski or personal watercraft is a motorized vessel, so it must be registered and must display the registration number in plain vertical block characters at least 3 inches tall on both sides of the forward half, plus the state validation decal.

There is no separate size or style rule for personal watercraft. The same requirement applies: at least 3 inches tall, plain vertical block characters, contrasting with the background, reading left to right, on each side of the forward half of the vessel.
On most PWCs the usable flat area is the upper side of the bow, above the rub rail and forward of the seat. Keep the whole set on one continuous panel — running characters across a molded body seam or a sharp crease distorts them and invites lifting.
Factory hull graphics are busy and often dark on one side and light on the other. Pick a decal color that contrasts with the area you are actually applying to, not with the overall color of the ski. Where no flat area contrasts, a small contrasting background panel under the number is the usual fix.
PWC hull sides take highway spray and constant wash. Clean and de-wax the panel before applying, keep the edges off any surface that flexes, and let the vinyl cure a full 24 hours before the first launch.
The state validation sticker goes with the number, on both sides, at whatever offset your state publishes. Lay the number out first with clear space so the sticker is not forced onto a curve.

No. The 3-inch minimum applies regardless of hull size. A smaller hull does not permit smaller characters.
It must be on the side of the forward half and plainly visible from the water. The upper bow side is the standard location; a rear cowling is not.
Unpowered craft are handled differently by each state. Anything with a motor, including electric, is generally required to be numbered.
