Generally no. States require that no other number be displayed on the forward half of the hull, so an expired registration number, a hull-identification style number, or decorative numerals near the bow must be removed or moved.

The registration number has to be the number an enforcement officer reads from the water. Competing numerals in the same area defeat that, so state rules keep the forward half of the hull clear of anything that could be mistaken for the registration.
When a boat is re-registered — new state, new owner, replacement number — the previous number is no longer valid and must come off the hull entirely, not simply be covered by a stripe.
Names and graphics are generally fine as long as they are not numerals in the forward-half display area and do not reduce the contrast or legibility of the registration characters. Keep clear space around the number.
Some states word this as no other number, others as no other number or letter of similar size. The verified wording for each state is below — follow your own state's phrasing rather than a general rule.

Most states require the old number be removed, not concealed. Peel it off before applying the new set.
Lettering is generally acceptable if it is not numerals and does not crowd or reduce the legibility of the registration number.
The HIN is a manufacturer plate, usually on the transom, and is separate from the registration display area.
