State boating law describes the number as being of a color contrasting with the background, not as a particular color. Black on a white hull and white on a dark hull are the two safest combinations.

What color do boat registration numbers have to be?
No state mandates a specific color. The rule is contrast: the characters must be a color that sharply contrasts with the hull background so the number is legible from about 100 feet.

Picking a color for your hull
White, cream, and light grey hulls take black or dark navy. Dark blue, black, and dark green hulls take white. Metallic and brushed-aluminum hulls read best with black. Avoid pairing a mid-tone color with a mid-tone hull — grey on silver fails the contrast test even though both are legal colors in isolation.
Camouflage, wrapped, and patterned hulls
Patterned hulls are the hardest case, because the number crosses several background tones. The reliable fix is a solid contrasting character color chosen against the lightest area of the pattern, positioned where the pattern is calmest.
Fading counts against you
