An incorrect display — wrong characters, under 3 inches, poor contrast, missing separation, or a number on only one side — is a displayable violation at a safety stop. The fix is to replace the set so it matches the number on your registration certificate exactly.

At a safety stop the number on the hull is compared to the registration certificate and to the validation decal. Character height, plain block style, contrast against the hull, the required separation, and presence on both sides are all part of a routine look.
Typing the postal code instead of the assigned prefix, shrinking characters to fit inside an accent stripe, using a script or shadowed style, running the groups together with no separation, and leaving the old state's number on the hull.
Remove the incorrect set completely, clean and de-wax the area, and apply a replacement cut to your state's published height, style, and separation. Keep the registration certificate aboard so the number can be verified.
A legal set that has faded until it no longer contrasts with the hull is treated the same as an unreadable one. Legibility is the underlying requirement, so replace before the contrast is gone.

Displaying a number that does not match your registration, or that fails the size, style, or contrast rules, is a violation in every state. The penalty is set by state law.
Contact the issuing agency for a corrected certificate first, then order decals to match the corrected number.
Replace the whole set. Mixed vinyl ages differently and a patched character rarely matches in style or color.
