On a pontoon the numbers go on the forward half of each side — most owners use the outer fence panel near the bow, or the forward section of the outboard tube. They must be at least 3 inches tall, contrast with the surface, and appear on both sides.

Both are used. The fence panel is flat, easy to apply to, and sits at eye level from the water. The forward outboard tube is the traditional location and is closer to what the rule describes as the side of the forward half of the vessel. Either satisfies the requirement as long as the number is on the forward half, on both sides, and plainly visible.
A 3-inch character on a round tube distorts if it wraps too far. Keep the whole set within the flattest visible band of the curve, apply one character group at a time, and squeegee from the center of the curve outward so no air is trapped along the top edge.
Pontoon tubes sit low and take constant spray. Place the set high on the tube, well above the loaded waterline, or use the fence panel. Edges that spend time submerged are the first to lift.
Polished tubes are bright and reflective, so a light-colored number disappears. Black or a dark color reads best against bare or polished aluminum; light colors belong on dark-wrapped tubes or dark fence panels.
The state-issued validation sticker goes with the number in the same band on both sides, at the offset your state publishes. Keep clear space when you position the number so the sticker has somewhere to go.
